Small Flies on Tomato Plant

Size: less than 1/2 cm
I found these small flies on the interior of my tomato plant, covering a few of the leaves top and bottom. Two of the leaves had many small white eggs on them. I was wondering if these flies were laying these eggs and if the larvae will harm my plant.

Not flies
These are tiny parasitic wasps, probably looking for their host, which could be the eggs you see.

 
Barnd is correct ....
... and they are probably Encyrtidae, possibly the genus Copidosoma. IF this is so, they are parsitoids of caterpillars.
