A parasitic wasp (?) of some kind (with great interest in our Black-Eyed Susan flowers).

Or maybe parasitoid. I found one reference to Scambus species that are parasitoids.

She is surely ovipositing on an insect, most likely a larva or pupa of a microlepidopteran, feeding in the flower head. I didn't find any Scambus that had been associated with black-eyed Susans, but perhaps there haven't been many attempts made at rearing the insects that feed in the flower heads if they don't seriously impact the appearance of the flowers.
