Is this a Northern Flatid Planthopper (Flatormenis proxima)? If not, what is it, please? Also, what can you tell me about the fluffy-looking circles?

I've found the nymphs several times resting in circles like this

but your photo is the first time I've seen an adult associated with one. The circles of fluff must somehow protect the nymphs, though it's hard to see how.
