Green eyes, green thorax, dark abdomen with thin white rings. Apparently the only other species that comes close is the Hudsonian emerald, which according to (1) doesn't get to Oregon and lacks the pale spots at the base of the cerci (other photo).

She apparently got stuck in the lake’s surface tension, struggling to free herself. I'd have tried to help if it hadn't meant getting my feet wet :(
