T. pruinosus (?)
In this case, the pic and characters present indicate pruinosus 1st and linnei complex 2nd. I am more inclined to go with pruinosus myself. (NOTE: this area is also the hub of possible linnei-pruinosus introgression!)
Compare with teneral T. pruinosus:
1) slate eyes (typical of pruinosus)
2) bluish hues to greens (tendency less seen in linnei tenerals)
3) wing shape is more pruinosus-like (wing shape is not an absolute & subject to overlap in some populations of linnei & pruinosus)
4) T. pruinosus occurs across Cook Co., IL (Chicago metro area)

Tibicen SPECIES
Hard to tell exactly which one it is...It could be a T. tibicen, T. linnei, T. pruinosus, T. canicularis, or even possibly T. lyricen (though I doubt it). If we can get a picture of it fully dried, we MAYBE able to get a better identification. Someone with better knowledge may give you a positive ID now however.

Hmmmm...
Actually several tenerals are distinct and easily recognized. It's also important to look at the location and have some familiarity with the taxa occurring there.

cicada emerging from nymphal skin
This looks like the Dog-day Cicada (Tibicen canicularis) although I am not 100% sure of the exact spp. See this page http://bugguide.net/node/view/320146/bgimage
