Some sort of Dung Beetle?
A couple suggestions:

v belov has moved a similar beetle to the Tribe Ateuchin, Genus Ateuchus:



I'm leaning towards the Tribe Canthonini, Genus Pseudocanthon route with Pseudocanthon perplexus because your dung beetle appears to have four clypeal teeth, and the common name for a Pseudocanthon perplexus is the "Four-toothed Dung Beetle":
