I would think the large size, location, and coloring should help bring it past the genus level. Dorsal shot coming soon.

Genus Conura
Its a male and would have been placed in the old genus Metadontia I suspect (based on the large teeth on the femur). There's only one species listed in this subgroup and it is yellow and black. The infuscated wings are interesting too!

Chalcids
The only chalcids I find are conuras. I did find a Leucopsis afffinis floridana once, but otherwise only conuras... maybe I am not looking in all the correct places.

The genus
Conura
is a bit of a mess, and not well worked out.
Conura
(Metadontia)
amoena
has very large teeth on the hind femur, and was listed as the only species in the genus for North America. I don't know of anyone working on
Conura
at the moment.

I've been cataloging wasps in Florida for about a year now, and I knew it was a good find, most of the conura sp. I find are yellow, orange, black, or any combination thereof.
