This wasp kind of confused me...I guess it was looking for food for itself, instead of a hapless victim to plant an egg on or into.
The measurement excludes the ovipositor.
It was very active and constantly moving it's wings. I was able to get close to it because the time was going on to sunset and I've found that a lot of day-flying insects have trouble seeing in sunset (and sunrise) conditions.
