Biting Bug ... What is this thing? - Chrysoperla rufilabris

Size: 1/4" long
This insect shows up in Late July and August and bites which causes a red welp that itches for weeks. When captured and placed in a jar, it envelopes itself into a cocoon shaped like BB sized ball.

Revising per the pale legs (generally black in C. rufilabris larvae) and medial light marking on the abdomen. This may instead be C. harrisii.
