Would this be a form of Ichneumon Wasp? - Hexagenia atrocaudata
Cumberland, Allegany County, Maryland, USA

What looks like a double set of wings is throwing me off in my search. Would this be related to an Ichneumon Wasp? Lived here all my life and have never ran into one before.
