Larry, I looked at that and my first thought was Blue-tipped Dancer, A. tibialis. What did I see wrong?

 
Agree with your ID - Argia tibialis (female)

 
on seeing
the split shoulder stripe I jumped to Variable dancer. I've examined pictures from a number of sources now and I'm left confused.
BTW your length estimate is too high by at least 1.5"
