Specimen reviewed!
After review of the specimen - in hand - all traits are more suggestive of canicularis.
These images are excellent examples of how pic's can be a bit misleading. The wing bow is not as pronounced in the specimen(s) as in the pic's.
Mr. Barrentine also reports most calls heard are congruent with cancularis.

Another trait that may point
Another trait that may point to linnei complex is the white tick coming up the side of the abdomen on the tymble cover. Canicularis often lacks this small white marking! Also the wing shape is a tad more pointed than In most canicularis and also seems to have a bow. With all things said it is not possible to ID without the calls from the area as Mr Reynolds said.

Could you record the calls you are hearing in the area? I would say it looks more like a linnei but as bill said ....theese two species in the northwest part of the range have alot of overlaping traits and call is a must to ID them. It could be a hybrid of the two as well

Hope this helps
Check this site and compare linnei and canicularis. Keep in mind, some linnei populations can be characterized by a shrill vibrato-like whine and not the "clean buzz saw whine" typical of canicularis
cicada songs
.
Temps may also influence the speed and possibly pitch.
Cooler temps = slower and faster often = hotter weather.

Tibicen
Populations of the linnei group and the canicularis group often have overlap in several traits.
It's hard to say with certainty regarding the far western phenotypes unless we can match the call.
your call of canicularis could be right, but western linnei can be smaller & darker
