Could this be a Swallowtail larva? The area was dominated by Mesquite.

Four to choose from in AZ
I think this is not P. sennae (not blue, too big) and not P. agarithe (not smooth) - it looks a lot like P. philea but I don't know what the fourth one (P. neocypris) looks like. P. neocypris is only reported in the very south-east corner of the state, though (see here), so P. philea (below) seems the most likely, as well as a good visual match.
