This is Palpada vinetorum. It has the distinctive microtrichiration on the wings along with the transverse stripes.

Yes, syrphid. Color seems very unusual.
Were I to guess, I'd go with Eristalis transversa, but most of the flies with three lateral stripes on the thorax like this one turn out to be Palpada sp. (Subtribe Eristalina covers both possibilities.)
