I noticed a few galls on a spiraea alba shrub and opening one revealed a small orange larva. I am wondering if these galls are made by a Cecidomyiid midge.

Yes, these are midge galls, but more work needs to be done on Spiraea bud galls to determine which ones are caused by which species.
