Ephistrophella emarginata
When differentiating between Ephistrophella and Meligramma look at the basoflagellomere. In this specimen the basoflagellomere is longer than wide which means it is an Ephistrophella. In Meligramma the basoflagellomere is as long as it is wide.

 
I moved it, but now I am not
I moved it, but now I am not so sure... the yellow on the side of the thorax is not that visible, the scutellumm is rather dark metallic and the wings are infuscated.... maybe this needs a second look...but right now I have no better idea ;-)

 
Key it out the other way.
Ephistrophella emarginata does not need to have those yellow lateral stripes. It can come out in the key without those. One of the males in the link below has a metallic scutellum.

ID to tribe seems right.
Looks a lot like this, but just a guess.

 
It might be a Meliscaeva or r
It might be a Meliscaeva or related,... the scutellum is darker and it has no yellow strip on the pleuron...But I am still not sure what it is...
