Leaning towards Tibicen resonans..
Coincidentally enough, Shannon Donavan (from your neck of the woods) uploaded a couple photos today of what I believe is the same species.

I'd say about 2"
Measured from head to wingtip.

Unfortunately this was a few feet over my head (I shot this with my arms extended) and a dorsal shot was too difficult.
