These galls are on the buds where all of the leaves form. It looks like at first one leave will go crazy and sprout out of the leaf-ball. Other mature areas of the plant just seem to have many curled up leaves where normally perfect new leaves would be.

Larvae drop to the ground to pupate, so they should have emerged in the container if they were still in the galls when you collected them. It only takes a few days for them to be full-grown, though, so you could easily have missed them.

try to collect some larvae
John, if you can collect some of the larvae you might be able to key them in Gagne's "plant feeding gall midges". However, your photos do resemble the damage caused by Clinodiplosis rhododendri

I collected some galls, will the larvae emerge into the container when they are ready to pupate or should I dissect the galls or buds looking for them?
