This fly was sat on my deck rail and allowed me to move in very close to get this shot.

These flies are after blood and love being close to people. They go after my lower leg. I don't know if that is universal.

 
Whatever they are....
I have been bitten by flies that maybe, perhaps, look like this and when I feel them bite, I swipe them and get a smear of blood. If that is my blood, or this fly's blood, or indeed someone elses, I have no idea.

 
Flies don't bleed
Flies don't have red blood except what they got from drinking. If you swat a fly and see red, it probably came from you.
