Scymnus cervicalis
So I've come to the conclusion that this is actually S. cervicalis. In examining a specimen from Wisconsin in this cervicalis-kansanus complex, I realized that the procoxal carinae aren't just converging anteriorly in kansanus, they actually meet and end well before the margin of the prosternum. In Gordon's description of S. kansanus, he says "Prosternum with intercoxal carinae converging anteriorly, apical ends joined well before apical margin of prosternum." I never grasped the distinction until I examined an actual S. kansanus. I will clarify this on the species pages.
Another note is that Gordon's revision gives the distinct impression that S. cervicalis is much more common than S. kansanus (337 vs 43 specimens examined).
This also includes the other individual of yours.

Yes, S. kansanus
One of the most distinctive eastern species of Scymnus - the ventral image confirms that it's S. kansanus rather than S. cervicalis. (Range also separates the species, but the ventral image clinches it.)
