Mystery cocoon - Charops annulipes

Size: 4-5 millimeters
A tiny (few millimeters in length) cocoon or egg case dangling from a silken thread. Attached to a Sandbar Willow, Salix exigua, in a prairie remnant. Very beautiful upon close inspection; sort of like a black and white easter egg. Stumped - any help would be appreciated!
