The adult looks like Empoasca but the nymph doesn’t show much bristle. They might be 2 different species. The color of the adults looked greener than on the picture.

It would be helpful to know the plant on which these were found. Was it a willow?

Both adult and nymph were close to each other, under the large leaf of Arctium (burdocks)
