Sure looks like Leptoypha. We don't have any records from CA (or really anywhere close) though.

 
Leptoypha minor
Seems to be Leptoypha minor. The coloration patterns, the explanate and uniseriate costal area, host, and geographical location fit the description. Sometimes considered an important pest of Fraxinus sp. in California.
