The thyridium in the other image leads me to suppose that the tooth I think I see on the femur is real and that this can only be Pristomerus.

In this image, there is a hint of a ventral tooth subapically on the vental side of the hind femur. An more pixel-generous (or more optimally croppped) image would help, as this image does not even meet Bug Guide's recommendation that the longest side have a minimum of 560 pixels, which I find is often inadequate for Ichneumonidae. When feasible, a size of about 800 X 800 or even larger is preferable.

Confirmation of the tooth would indicate Pristomerus. Of several cremastine genera and species associated with Solidago on TaxaPad, Pristomerus olamonus (Viereck) is one.
