Look at those huge legs, especially the rear ones!

Spotty
Many (most? all?) of the brown spotted midges are subfamily Tanypodinae but I would need a better look at wing veins to check against the key.

In particular, the wing spot pattern is similar to Tanypus

I'm convinced now this is Tanypus subgenus Apelopia.
