The Adult Wasp
The adult wasp does not appear to be Cotesia congregata, the species that made the cocoons. Perhaps the wasp is an ichneumonid hyperparasitoid, and the antennae seem to be somewhat like those of this image which I placed as Phygadeuontini:

Perhaps both could represent the subtribe Acrolytina such as Acrolyta mesochori and Lysibia mandibularis, which are reported as associates of Cotesia congregata on TaxaPad.

Yes your picture does look like this wasp. So is the adult wasp preying on the larvae of C congregata?

The wasp, which is a female, would presumably be looking for cocoons with larvae in a state of development suitable for ovipositing into (i.e. into the cocoon, but on the outside of the larva).
