A Fulgorid planthopper (these have very dense venation, and the wings do not overlap as much as in Achilidae). This particular genus is strongly flattened and looks much like a piece of bark.
Sorry, I can't tell you which species. It looks much like A. vernalis, but that species is restricted to the Gulf coast. There are 2 species recorded from AZ (A. pinyonae and A. tumacacoriae).

and Andy Hamilton's identification, it would seem that this specimen belongs to the genus
Epiptera
. Perhaps a species can be determined?
