I think this may be Petrophila fulicalis, which would be new for MD. Swarming over rocks and low vegetation on the bank of the Susquehanna River.

Hard to tell ...
Bill,
There are so many that look very similar. it's hard for me to tell, because of the angle of the wings. Plus, the spots on the abdomen are throwing me off. These are difficult to ID from photos.
