Found on a foot bridge railing over a small creek.

Would appreciate an ID.

Looking at photographs of the
Looking at photographs of the Condylostylus melampus type specimen, the frons and pleurae look more frosted than C.occidentalis.
The blue on thorax, scutellum and base of abdomen of the type specimen of C. melampus is more extensive than C. occidentalis where the blue is restricted to the apex of the abdomen.
I think this is Condylostylus occidentalis.

 
Front leg
According to the key by Robinson (1964),

Fore basitarsus with 4 bristles on apical half; 4 distal joints of fore tarsus about equal in length... pilicornis (Aldrich) (= occidentalis (Bigot))

Fore basitarsus with 7-10 bristles throughout length; 4 distal joints of fore tarsus of regularly decreasing length... melampus (Loew)

This fly seems to have more than 4 bristles but equal length segments 2-4.

Only melampus is recorded from New Mexico. Both species are recorded from Arizona. I don't know whether their ranges overlap.

 
The features of the fore leg
The features of the fore leg are not easy to see. I think I`m going to settle for black-legged Condylostylus sp.
Condylostylus melampus is looking more and more likely, however.
