not a fly
Although this does look like a tiny fly admittedly, flies almost always have wing venation, even tiny ones. This is a parasitic wasp, maybe in the family Encyrtidae.

Lots to learn
Thanks Keith. I assumed it was a fly due to its general appearance. I didn't know there were wasps this small. From the photos I found for Encyrtidae, it looks like you're exactly right.
