Either C*modoc or C*herculeanus. One can't really tell from this image, but high elevation suggests the latter.
Note that termites have simple, string-of-beads-like antennae and dense, net-like wing venation, quite unlike this ant. Also, winged form of the suggested termite species are orangey brown, not black. See:
