Tibicen canicularis
...Appears to be T. canicularis, I will let Bill Myers and Bill Reynolds weigh in on this.

 
I'm inclined to agree...
Some of these are hard to separate in parts of the ranges where 2 or more species overlap. (esp. linnei and canicualris)

The wings look a bit long for canicularis, but that's not an absolute.
