Size: ~1.5mm
I don't know where to start but suspect perhaps a midge with unusually long forelegs. Even with an MP-E, this tiny bugger was difficult to photograph, so hopefully this can be ID'd. Frass any images not needed.

I'm confused
This and some of the others I identified as Apedilum elastichus may be Polypedilum apicatum or a related species.

 
Looks different ...
This one looks slightly different to me from the Apedilum elastichus I photographed last October ... the wings are shorter
