Pretty Sure Its a Cicindela formosa - Big Sand Tiger Beetle
They are found in dry, sandy areas. I believe this is the subspecies Cicindela formosa formosa. They have been found in your area. Cicindela formosas like sand, and the amount of white markings varies. They eat other insects.
