unknown fly - Dolichocephala argus

Size: 2-3mm
Unusual wing pattern and veination. Ocelli present. Apologies for dark photo - quite difficult to photograph. I considered Empididae but the wings and mouth parts do not seem right. I would like to know the family. Any leads would be appreciated. Thanks!
