I think this is Dolichocephal
I think this is Dolichocephala irrorata or closely related. Unless I get response to the contrary I will place it in Empididae.

Could be
When I saw the thumbnail I thought Dolichocephala. I'll have to learn that part of the key to genera tomorrow; we don't get many of these on BugGuide.

Edit: Quick check of key supports Dolichocephala. The genus was recently revised and I don't have the paper.
