I do have this right, Bark Louse? I couldn't find any matches among the BugGuide Bark Lice, and Bark Lice do sometimes resemble other groups.

What strange eyes...and a strange name?? Based on the colour of the body and wings (honey yellow) along with venation this would be from the Family Caeciliusidae. I recently read a description from the genus Xanthocaecilius that goes as follows "eyes of living or freshly preserved specimens pale green, wings dusky with distinct pattern of dark and pale veins Xanthocaecilius quillayute". A very similar species X. sommermanae has yellow eyes but clear wings.

Right on.
Lovely image, and the ID is correct. Psyllids have different wing venation, and usually very short antennae.
