It is most likely a male Oran
It is most likely a male Orange Bluet, but in that part of Florida there is a look-alike species called Florida Bluet. About the only differences are the detail of the appendages. I don't know Florida Bluet well enough to eliminate that species from this photo.

Looks like Orange Bluet
My field guide says the black shoulder stripe is narrower than the orange, which isn't the case here, but I suppose patterns can vary.
