Lepyronia coleoptrata
This is an introduced European species that is slowly explanding its range from NY. It rapidly becomes abundant wherever it becomes established. I believe this to be the first record from MA.

Spittlebug.
This is an adult spittlebug, but not one of the really common ones. Please see the entries under family Cercopidae and see if you don't find a match. This is a nice image, too.
