Per my chalcid contact. If there happens to be another photo of this critter showing a good view of the hind femur, there would be some prospect of a generic placement.

I've added the only other image, which does show the hind femur, but unfortunately it's very blurry.

 
Even though a bit blurry
the new image shows the "laterally margined abdomen" that Gary Gibson says is typical of the genus Epistenia.
