If I understand the hamules photos at Bob Barber's Problematical Southern New Jersey Sympetrum Specimens web page, I think it's a Ruby Meadowhawk.

I am putting this in Sympetrum internum for now. I think S. rubicundulum and S. obtrusum can be eliminated by the shape of the hamule and from what I've gathered online S. janeae and S. internum cannot be separated at this point and may in fact be one species.

Tough one
I think you can safely eliminate obtrusum from this photo, but maybe not janae or internum.
