Caloptilia stigmatella?
That's my best guess at the moment, but I'm not sure.

British leafminer website
Thanks, Charley. I googled that name and found this website hat might provide diagnostic inforrmation: http://www.ukflymines.co.uk/Moths/Caloptilia_stigmatella.php

Right
This is the only species I know of that could produce mines like this; it's just unusual that they are on the upper surface and don't expand into blotches. One author did observe upper surface mines in British Columbia. If there were associated leaf rolls (or more typical mines), I would feel more comfortable going with that ID.
