I've never been entirely certain as to what species of dragonfly this was.

Definitely Arigomphus
Given the range I would go with Horned (A. cornutus), but tough to tell from this photo.

Most likely
Arigomphus furcifer, the Lilypad Clubtail from pattern and eyes and legs but these can be difficult. List of Gomphids much shorter in your area however.

 
Horned Clubtail
I'm really fairly sure that this is the Horned Clubtail (Arigomphus cornutus). Segment 9 is the only abdominal segment without a top spot, whereas the Lilypad has segments 8 and 9 unmarked. A top view of the claspers would clinch the ID as they both have very distinctive claspers. Also the 10th segment should be wider than the 9th. Do you have a dorsal view or could you post a cropped, closer image of of the tip of the abdomen?

I also don't think it would be a Lilypad because the club tips are very pointed, unlike a Lilypads would be. I was thinking it could be a Unicorn Clubtail (Arigomphus villosipes) due to the shape of the yellow markings but the last segment and tail apendages are not yellow so probly more likely to be the Horned (but thats one I'm not familare with).

Like Kurt said a close up of the tail apendages and other id features would help.
