ID confirmed by Vinton Thompson
"It appears to be a color variation of Aphrophora saratogensis - the morphology and the habitat match. If you come across a whole population of such individuals it would be worth investigating a little further, but it is probably an instance of individual variation."

Is your ID positive?
I'm asking because I don't see distinctive white lines on head in this image so...

I understand
it lacks the white lines. I did find it among some pines and originally thought it was a Pine Spittlebug, but shape and color are off for that too. Physically, I thought Saratoga was the best match, and maybe this was just a weird coloration. But I'll move it to the family level until it can be confirmed or refuted.
