I have only photographed this wasp one time and I've only found one guide image that seems to match. Ron Hemberger's image on UCIrvine for the Sapyga species looks like this one, at least to my untrained eye. http://nathistoc.bio.uci.edu/hymenopt/Sapyga.htm When I went to the Sapyga page on this site, I couldn't find any that did not have complete bands around the abdomens. I have two more images with different points of view. They are all heavily cropped and blurry. I apologize for the images and thank you for your help and patience!

Krombeinopyga pumila
has the dashes along the sides of the abdomen. I've collected it in California. I'm not sure if this is that species, but it is close.
