Philanthus multimaculatus
This looks like a female
Philanthus multimaculatus
. The small size narrows it down to only a few of the species found in BC and colouration is consistent with
P. multimaculatus
although it can be highly variable.
*edit* This is almost certainly
P. pacificus
. They are found in generally sandy areas throughout the lower mainland. I have seen many of them at Boundary Bay.
