Size: 1 1/2 to 2 inches
I suspect this may be a Praying Mantis egg case or a moth cocoon. It was wedged within the tangled branches and stems of a vine on a stone wall in a nature park not far from a river.

European Mantid Ootheca
From that far North of a location in N. America, pretty much only the European mantid (Mantis religiosa) and the Chinese mantid (Tenodera sinensis) exist.

This appears to be that of the Mantis religiosa, the European mantid.
