I would suggest this is a leafhopper or planthopper but not sufficiently informed to make a judgement.

My guess is a spittlebug (Cercopidae) perhaps in the Lepyronia genus. See this page in the Guide: http://bugguide.net/node/view/145/bgpage

Thanks Robin. I think you are right on. In further searching of the Pbase references cited, I believe this is the diamondbacked spittlebug, Lepyronia quadrangularis.
