Parasitic Wasp with weird opening under abdomen - Urosigalphus

Size: 4 mm
Is this a Eulophid (Eulophidae)? It has a weird opening under its abdomen (see other picts) below the ovipositor. The opening almost looks like spinnerets? It is on all of the specimens I have collected. These were collected on mesquite trees.
