Echmepteryx sp?
If it was from eastern Canada I would think it Echmepteryx hageni; Family Lepidopsocidae. I am not sure what other Echmepteryx species are found in the Southern US. In the Northeast we call these ones "hairy wings".

Yes, it IS a bark louse. What amazing images! This specimen probably represents a new family for Bugguide. I just have no idea which one:-) We need a psocopterist(?) to visit here and give some IDs. Thank you so much for sharing these images.

 
I would guess on the family L
I would guess on the family Lepidopsocidae, I've seen a very similar species in Europe belonging to this family...
